Abolish Pork Barrel?

Solution?
What's your take on the Million March for the Abolition of Pork Barrel tomorrow, guys?
My take: is it really the abolition of park barrel that's needed or something else?
From what I've heard in the special forum last Friday at Leong Hall in Ateneo, this isn't the first time a pork fund is to be abolished.
I think that the problem lies not in the funds and the system of getting the funds, but the PEOPLE in the system. Even if you put checks and balances, there are ways to work through these, as the people in power have already done.
As I see it, the corrupt people make up the majority of those in power. Proving the corruption is not my priority here. I think a lot of us here already accept it as a fact that a lot of people in public office are corrupt, especially with Napoles being found out recently. She's definitely just ONE of the MANY people doing similar scams.
Given this, if the corrupt people are the ones making the laws in the first place, how can we say that the laws they make are actually for the people's benefit?
How many people actually take time to review the bills they make? And how easy is it for these lawmakers to bypass the laws they make?
My main question: Is it the abolition of pork barrel that's needed or the replacement of the corrupt people in office with actual decent and upright people?
Follow-up: If it's the second, how do we go about it?
